The laws of the State of Colorado and the District By-laws indicate that the business and affairs of each District shall be governed by a board of five directors.
As your fellow citizens and your elected representatives it is our responsibility to be sure that the water and wastewater services are provided with quality, reliability and economy. We do this through our power and responsibility to: enter into contracts, acquire and dispose of property and equipment, hire agents and employees, budget for operations and improvements, adopt procedures and regulations, and other such corporate functions as necessary to meet the service needs of the citizens.

Profile - Board of Directors
The Colorado State Statutes and the District By-laws indicate that the business and affairs of the District shall be governed by a board of five directors. Each director shall be an of the district by virtue of residency, property ownership or certain contractual situations with property tax responsibility. Directors are elected at regularly scheduled elections to serve four-year staggered terms.
Through the Board of Directors the Districts have the power and the responsibility to enter into contracts, to acquire and dispose of property and equipment, to hire agents and employees, to budget, to adopt procedures and regulations, to sue and be sued, and to fulfill other such corporate functions as necessary to meet the service needs of the citizens.

Duane Tinsley has been the Manager of the Southgate Districts since July of 1990.
The Manager is appointed by, and serves at the pleasure of, the Boards of Directors and has responsibility for managing the Districts and executing the staffing, planning, budgeting and operating policies and directives of the District Boards.
Duane has degrees in Business and Public Administration, 39 years of public service experience (with emphasis on planning, finance and management), and an attitude of caring for the community and its individuals.
Duane expresses pride in the Southgate Community and the Southgate Water and Sanitation Districts. Further, he expresses appreciation to the Southgate Directors and the Southgate employees who work together in the service to their community.
He noted that much has been accomplished and much remains to be done.

We are proud that Barbara Eyler (Accountant & Business Support), Michele Kennedy (Office Support), and Kim Davidson (Office Support - Part-time) are our front line customer contact and that they cause such comment to be made. They comprise our Administrative Group, and are responsible for customer service (ranging from tap sales to service calls), accounting, records management, payroll and much more. They are the glue that binds us together on a daily basis.

Crick Sheffer, Jeff Cooper, John Allen, Dan Sundvick and Tammi Lantz comprise Southgate's engineering group. The group is responsible for review, inspection, monitoring and study of the water distribution and waste water collection systems to ensure that the existing system is protected, and that new additions to the systems are properly designed and constructed.
Mr. Sheffer is the point man in development negotiation and plan review. Each new housing project, office building, restaurant and retail center within the Districts has been carefully examined to ensure proper utility service and positive contribution to the Southgate system. Additionally, he investigates the existing system and makes recommendations for rehabilitation, replacement, or new additions and then leads the design/bid/build process. He has significant responsiblity for the Districts' Geographic Information System (GIS).
Mr. Cooper is responsible for engineering records and mapping, provides customer support and is heavily involved in the GIS effort.
Mr. Allen carries a range of responsibilities associated with development coordination, plan review, and system condition investigation.
Ms. Lantz is responsible for support services, operations records, portions of the Geographic Information System, and the Work Management System.
The work of the engineering group contributes in great measure to the strength and reliability of the Southgate water and wastewater systems. Their effort is truly appreciated.

Webster defines maintenance as to provide for and we take that definition and responsibility seriously.
Your Southgate maintenance crew works Monday through Friday on routine maintenance such as line flushing, valve/fire hydrant maintenance and reservoir/pump station operations in the water system and pressure cleaning, root cutting and video inspection of in the sewer system. We want the systems to work when you turn on your faucet for cooking or bathing and when you drain the sink or flush the toilet.
We are also on emergency call (24 hours per day/seven days per week), for repairs to the District mains. The Districts knowledgeable employees, using high quality equipment and practices, respond quickly to these emergencies and stay with the repair until proper service is restored.
